Workforce Solutions of North Central Texas is a division of the North Central Texas Council of Governments. The story of our organization begins in 1993, when Texas created a workforce development system that made significant efforts to improve service delivery through local control and coordination of services from different programs. On May 23, 1996, Governor George W. Bush certified the North Central Texas Workforce Development Area (WDA) and on July 25, 1996, the Chief Elected Officials of the 14-county WDA signed a partnership agreement forming the North Central Texas Workforce Development Board and selected the North Central Texas Council of Governments as its fiscal agent, grant recipient and administrative agent. Our WDA includes Collin, Denton, Ellis, Erath, Hood, Hunt, Johnson, Kaufman, Navarro, Palo Pinto, Parker, Rockwall, Somervell and Wise counties.


How you will make an impact - Description of the Opportunity:

The Assistant Director will provide executive-level leadership and operational oversight for Workforce Solutions North Central Texas (WSNCT), serving as the second-in-command to the Executive Director. This role will oversee departmental operations, personnel, performance, and strategic initiatives, ensuring programs and services align with organizational goals and regional workforce priorities.

The position requires substantial experience managing supervisors and professional staff, achieving programs performance outcomes, improving operational effectiveness, resolving personnel issues, and maintaining a high-performing workplace culture. The Assistant Director will exercise significant independent judgment in directing operations, managing resources, and making personnel recommendations affecting the success of the organization.

Department Leadership

  • Lead and support a team of 15+ full-time professionals across Workforce Development.
  • As an assistant director, you’ll play a crucial role in ensuring that the department operates smoothly and efficiently, while also fostering a supportive and productive work environment. You will need strong leadership and team-building skills, facilitate open and effective communication with the ability to inspire and motivate others.

Areas of Responsibility:

  • Serve as the department’s primary operational leader and support the Executive Director in setting strategic priorities, performance expectations, and organizational goals.
  • Oversee departmental operations through managers and supervisors, ensuring operational efficiency, quality customer service, compliance, and achievement of workforce system objectives.
  • Lead personnel management across assigned divisions, including workforce planning, recruitment, performance management, employee relations, professional development, and succession planning.
  • Oversee Workforce Development, Child Care Services, and Business Services programs, ensuring services are effectively managed and align with community and industry needs.
  • Monitor workforce, childcare, and business service trends and policy changes to identify emerging needs and inform program and operational decisions. Regularly update WSNCT Executive Director with findings and recommendations.
  • Promote cross-functional collaboration and communication across teams.
  • Oversee program data collection, performance reporting, and outcome measurement to evaluate program effectiveness and inform decision-making.
  • Collaborate with the Executive Director on funding strategies, including identifying funding opportunities, securing grants, and ensuring compliance with grant requirements.
  • Supervise, mentor, and develop managers and supervisors, establishing clear expectations and holding leadership staff accountable for performance and results.
  • Assess organizational structure, staffing, and workflows and recommend improvements to increase departmental efficiency and effectiveness.
  • Lead special projects, strategic initiatives, organizational assessments, and cross-functional teams as assigned by the Executive Director.

Must Have:

  • Proven ability to lead high-performing teams and manage professional staff and supervisors.
  • Strong strategic planning, operational management, and organizational leadership skills.
  • Demonstrated experience managing employee performance, employee relations, and organizational change.
  • Ability to build and maintain effective relationships with internal and external stakeholders.
  • Strong understanding of workforce development, education, childcare, economic development, or related public service systems.
  • Ability to analyze performance data and use information to drive decision-making and continuous improvement.
  • Strong problem-solving, communication, collaboration, and decision-making skills.
  • Ability to manage resources, budgets, and competing organizational priorities.
  • Ability to lead cross-functional initiatives and implement innovative, business-driven solutions.

Required Education & Experience:

  • Bachelor’s degree
  • Over 7 years of progressively responsible leadership and workforce development experience
  • Significant supervisory experience managing professional staff and supervisors.
  • Valid state-issued driver’s license.

Compensation:

  • FLSA: Exempt
  • Starting Salary: $153,798.00 - $170,000.00 depending on skills, qualifications and experience.

Officing:

  • This position is located at the NCTCOG main campus in Arlington.

    • NCTCOG participates in a defined contribution plan as an alternative to Social Security. The defined contribution retirement plan provides retirement benefits for all eligible employees. NCTCOG contributes twelve percent (12%) of permanent full-time employees' gross salaries. Participating employees contribute six percent (6%) of gross salary. An employee becomes forty percent (40%) vested in NCTCOG's contributions after three full years of employment. An additional fifteen percent {15%) is vested for each additional year of employment. An employee becomes fully vested after seven years of employment.
