Position Overview

The Indigenous Workforce Development Coordinator drives the recruitment, systemic integration, and retention of First Nations, Red River Métis, and Inuit professionals across all levels of the Winnipeg Regional Health Authority. This role actively works to build a representative healthcare workforce, mitigating employment barriers for Indigenous applicants. By embedding cultural safety and humility into human resource processes, this role directly supports organizational commitments to systemic equity, anti-racism, and improved health outcomes for Indigenous patient populations.

Main Function:

  • Reporting to the Director - Workforce Development , the Workforce Development Coordinator will contribute to the development of a representative workforce within the Winnipeg Health Region that facilitates greater inclusion of the Indigenous community.
  • Develops a comprehensive regional representative workforce strategy, including the development and implementation of recruitment resources and tools to promote and support recruitment of Indigenous employees.
  • Develops strong working relationships with various sectors of Winnipeg Regional Health Authority (WRHA) management, employees, and the community to enhance the Region’s capacity to attract Indigenous job seekers to careers in the health field.
  • Acts as a resource to the WRHA to increase awareness of the healthcare careers/employment opportunities among Indigenous job seekers through a variety of career exploration, outreach and recruitment initiatives.
  • Promotes a positive public awareness of the WRHA and its career options and services to internal and external rightsholders of the healthcare system.

Experience

  • Minimum 3 years of experience in recruitment, workforce planning, or community development, ideally within a hospital, health authority, or community health care setting.
  • Experience and familiarity with job boards, and human resources/recruitment software.
  • Experience in/and knowledge of Workforce Development functions specializing in Healthcare, Indigenous employment, workforce development, youth engagement strategies.
  • Previous experience in workforce or career development, involving engagement activities and outreach to the community.
  • Experience in the development of Mentorship programs.
  • Experience working with the Indigenous community; knowledge of Indigenous customs, values, beliefs and traditions.
  • Lived experience and understanding of Indigenous healthcare priorities, services, and challenges alongside Indigenous culture, protocols, traditions, and values, both within communities and organizations in Manitoba.

Education (Degree/Diploma/Certificate)

  • A post-secondary degree in Human Resources, or completion of a post-secondary program in a relevant discipline.
  • Certificate in Human Resources management from an accredited educational institution preferred.
  • Training in Indigenous relations, coaching and trauma informed care and/or similar field an asset.
  • Completion of Indigenous cultural safety and anti-racism training.
  • An equivalent combination of education and experience will be considered.

Certification/Licensure/Registration

  • Chartered Professional in Human Resources (CPHR) designation (or working towards it) is considered an asset.
  • Registered Professional Recruiter (RPR) designation (or equivalent) is considered an asset.
  • Must have a valid Manitoba driver’s license and use of a personal motor vehicle for travel.

Qualifications and Skills

  • Demonstrated relationships with career colleges, universities, training programs and high schools.
  • Demonstrated relationships with indigenous employment agencies.
  • Strong existing relationships or working knowledge of local First Nations, Métis, and Inuit communities, governance structures, and regional health needs.
  • Ability to work as part of a team and manage interpersonal relationships professionally.
  • Working knowledge of the Indigenous community resources and organizations.
  • Ability to set goals and meet deadlines under pressure and with changing priorities.
  • Demonstrated knowledge of Canadian colonial impacts on Indigenous people in social and health contexts.
  • Knowledge and appreciation of the unique history, cultures, and rights of Indigenous Peoples in Canada is required.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per Truth and Reconciliation Calls to Action (2015) and Manitoba’s Path to Reconciliation Act (2016).
  • Understanding and commitment to the articles set out in the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) as a framework for truth and reconciliation.
  • Knowledge of Indigenous cultural safety and anti-racism actions, inquests and reports, e.g., Jordan’s Principle, Joyce’s Principle and Brian Sinclair Inquest.
  • Demonstrated knowledge of ethical principles and cultural protocols in interactions with Indigenous partners and organizations.
  • Demonstrated verbal and written communication skills (report writing and presentations).
  • Ability to manage tasks and projects involving diverse organizations in the community and internal stakeholders.
  • Demonstrated strategic problem-solving skills and research experience.

This position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment.
